About the Tibetan Government

The Tibetan government is democratically elected, but the most influential figures are still the supreme monks of Buddhist schools. After all, these "holders of the lines of succession" embody the spiritual knowledge accumulated by their predecessors.

The current Karmapa is only 24 years old, but his line of succession in Tibetan Buddhism is older than the line of the Dalai Lama. Because the Karmapa is considered to be the reincarnation of a Tibetan monk who lived in the XII century, and the history of the Dalai Lama's reincarnations goes back to a monk who lived "only" in the XIV century.

These spiritual lines of succession are a key element of Tibetan Buddhism. By reincarnation, Tibetans do not understand the transmigration of the soul (there is no concept of "soul" in Buddhism at all), but the transfer of the "core of consciousness", the quintessence of spiritual knowledge accumulated during rebirth. The real Karmapa is the 17th reincarnation of the Karmapa, and he is considered the bearer of the knowledge of all his predecessors. That is why the four great monastic schools of Tibet - Kagyu, Gelug, Nyingma and Sakya - are often called "lines", and their supreme monks are "line holders".".

The Karmapa belongs to the Karma Kagyu lineage, and the Dalai Lama belongs to the Gelug lineage. According to Tibetans, the supreme lamas have long reached such a degree of enlightenment that they could go into nirvana, interrupting the cycle of birth, life, death and rebirth, but they are born again of their own free will in order to continue helping people.

Being sanctified beings -"tulku", they can choose the time and place of their next birth at their discretion. For example, the Dalai Lama has already announced that he will be reborn not in occupied Tibet, but in exile, and may even reincarnate during his lifetime by transferring a part of his consciousness to someone.

If the Dalai Lama had chosen a young successor during his lifetime, the future holder of his line, this would have prevented the threat of a power vacuum that could form after his death. After all, in the event of the death of the Dalai Lama, the Tibetan movement will remain without a charismatic leader for almost 20 years. Tibetans are afraid of this and the Chinese government hopes for it.

But if the Dalai Lama appoints his successor in advance, then the Chinese authorities will probably force the monks in Tibet to find another reincarnation on Tibetan territory and inform "what actually happened in the case of the Panchen Lama, the second-ranking hierarch of the Gelug Order. The young man, whom the Dalai Lama recognized as the reincarnation of the Panchen Lama, was abducted in 1995 and has been living under house arrest somewhere in China for 15 years. The Dalai Lama could have prevented the threat of a power vacuum in another way - by bringing Karmapa XVII into the political arena. Since Karmapa is officially recognized by both China and the Tibetan government in exile, Beijing leaders could negotiate with him. But due to the fact that the Dalai Lama and the Karmapa continue different lines of succession, the Karmapa can assume only the political and representative functions of the Dalai Lama, but not his spiritual role.

However, limiting the powers of the successor to the framework of secular power can be the solution to the problem. This option is supported by the convergence of the Galug and Karma Kagyu schools in exile. By the XVII century, the monks of these schools were waging bloody wars, from which the fifth Dalai Lama emerged victorious. His successors ruled Tibet for the next three hundred years. It all ended in 1950-1951, when Chinese troops entered Tibet.

In addition, the Dalai Lama and the Karmapa unanimously support the Buddhist movement "Rome", whose followers preach the idea of the community of the four lines of Tibetan Buddhism. Indeed, it is difficult for another observer to notice the differences between the Tibetan teachings: is it possible that in the Karma Kagyu school, to which Karmapa belongs, meditation is given more importance, and in the Galug school headed by the Dalai Lama, the emphasis is on monastic asceticism and self-discipline.

At the same time, the Dalai Lama and the Karmapa are equally treated by almost everyone as living Buddhas and Enlightened, regardless of whether believers belong to a particular school. All of them adhere to the Mahayana tradition, according to which even parishioners can achieve insight through compassion for one's neighbor, meditation and tantric practice.
